One of the reasons for this is that you may be trying to turn them on and off with a dimmable switch but they are not dimmable bulbs - LED lightbulbs need to be of a dimmable variety, in order for them to dim.
This is easily rectified by swapping the switch over to an LED dimmable variety. This can easily be achieved by just swapping out the dimmer module in the back of the switch to a LED dimmable version.
If you have had new LED lights installed and have definitely got a LED dimmable dimmer switch then this could be due to an operator error.
A lot of the dimmer switches these days are programmable, the dimmer switch needs to be re-programmed, it’s a simple method, when the lowest level of dim is set, and the highest level of brightness is set. A lot of the programming is done literally by pushing the light switch on and off fairly rapidly and altering the dimmer knob.
